My opinion goes like this: a person who has a masters in public administration has its own way to see things compared to a teacher who probably has a masters in education. The educational system of today is not focused on retaining new teachers, but more on saving money, making cuts and other stuff that undermine the quality of education. You simply can't talk about retaining new teachers in public schools. If you talk about private schools, the perspective changes because there they ask for big money. That means that such schools can afford to pay their teachers better, they have more resources and it's obvious that the kids there will get more out of the school. Hope you agree with me on this matter.
